At the same time I cannot but feel that any hurried activity on these lines by this Government would in the present juncture be liable to misinterpretation, and I would suggest
that a suitable formula, which has the merit of being true,
would be to say that funds for the connection could not in
any case be made available at least until 1938.

This does not of course preclude the Canton authorities
from driving a road through to some where near the frontier and
this, if their fear is a breach in the railway line between
Sham Chun and Canton, might perhaps meet their case.
